Prohibited Conduct

Engaging in conduct that disrupts or interferes with the normal operation of the Center, or that disturbs visitors or staff, is not permitted. The following conduct is prohibited:

  • Failure to follow instructions or policies
    • Disregarding directions from staff
    • Ignoring posted or communicated Reading Room policies
  • Disruptive or abusive behavior
    • Use of obscene, abusive, or offensive language or gestures
    • Harassment, discrimination, or threatening behavior
    • Sexual conduct or lewd behavior
    • Using, possessing, selling, or appearing under the influence of alcohol or illegal drugs.
    • Smoking, chewing, and using other tobacco products, including vaping and electronic cigarettes and other inhalants.
  • Misuse of property and resources
    • Damaging, defacing, or improperly using materials or property
    • Disabling or altering equipment, hardware, or software
    • Violating computer or internet use policies
  • Unauthorized distribution or activity
    • Distributing flyers, pamphlets, surveys, signs, or posters without approval
    • Soliciting, petitioning, picketing, or conducting press-related activity
    • Unauthorized photography, recording, or filming
  • Behavior affecting comfort and safety
    • Unhygienic conduct or behavior that disturbs others
    • Wearing inappropriate attire (shirts and shoes are required)
    • Creating offensive odors
    • Excessive noise, including loud talking or disruptive device use
    • Making phone calls outside designated areas
  • Resource and space misuse
    • Eating or drinking outside designated areas
    • Monopolizing seating, equipment, or electrical outlets
    • Running, rough play, or other disruptive physical behavior
    • Making unreasonable use of the public restrooms, including laundering clothes and bathing.
    • Bringing CJH property into restrooms.
  • Prohibited items and legal violations
    • Bringing firearms, weapons, or hazardous materials
    • Bringing animals (except service animals assisting people with disabilities)
    • Engaging in any activity that violates applicable laws or institutional policies

Consequences of Violations

Violations of these rules may result in one or more of the following actions:
  • Immediate warning from staff or security
  • Removal of prohibited materials or equipment
  • Request to leave the premises immediately (without refund, where applicable)
  • Permanent ban on future access
  • Reporting to law enforcement in cases involving safety risks or legal violations

Security and Visitor Services staff have full discretion to enforce these policies and determine appropriate consequences based on the severity of the violation.
